Should I spank

My son is 4 and he never listens to me! I try time out and talking nothing he doesn’t care. And he always runs from me and laughs. Well today I spanked him for running in front of a car and it actually affected him. But I feel bad :/ how can I make him listen to me without having to spank him? He’s so hard headed. He’ll call me a bitch and yell at me if I put him in time out and he won’t stay there
