Have you ever had someone repeatedly have their dog poop on your front yard and leave it? Advice?

Our neighborhood has tons of dogs. It’s a suburban neighborhood so there’s lots of houses. Recently there’s been a man who keeps having his dog poop on our front yard, watch him do so, and keep moving without picking it up. It’s not fun cleaning up dog crap if it’s not your dogs.

I have security cameras, and have a pretty good image of him and his dog. I also have an HOA, otherwise I would probably print out a big sign with his picture on it and stick it in my yard. Any advice on what I can do about this situation?
