Do you think it's fair to hate/stereotype a whole country based on its tourists?

So there are countries out there that receive a large number of tourists on regular basis, and because some of those tourists never took the time to study the culture and traditions of that country, they ended up offending their locals or their history.

Like for example, being loud in public, not following local food manners in restaurants, littering, tipping ( its considered extremely offensive to offer tips in some countries), trying to hug locals when taking pictures, drinking in public, wearing something offensive or too revealing when its against their culture, putting shows on street for money (to fund their travels, its consider begging in some cultures), not learning basic phrases from their language, burping, etc.

An actual example: a British man visited Kuala Lumpur a couple of years ago and he made a few bad remarks about islam, it seemed like he wasn't really aware that Malaysia is actually a Muslim country, leaving a very nasty perception about English people.

Or a Brazilian couple, they were backpacking in Asia and they relied on locals to fund their travels by performing for money, people in Hong Kong where they stayed were very upset about that, and thought it was very inappropriate to beg for money.

Also there was an American group in New Zealand in March,they got stuck during lockdown, and didn't follow the rules and a local ended up reporting them to the police for it.

While those tourists also contribute largely to their economies, some rule following tourists end up being treated badly or avoided based on the attitude of others, specially if they are from the same country. Do you think its okay to form a negative attitude towards specific countries based on their tourists? Should tourists really learn their language and culture beforehand? Are some of those examples mentioned above not really worth all the negativity and streoptype?
