It depends. Muscle weighs a lot more than fat.

You can’t base fat off of weight alone. Also fat is something people have, not what they are. Someone could be 5’6 160lbs and have 5-10% body fat, which is extremely lean. If someone’s body fat is 33% or higher they’re considered obese in the medical sense.

Totally depends on things like body comp, how you’re built, and body frame and size. Do you have broad shoulders, small shoulders? Small hips? Wide hips? Are you’re legs short and torso long? Or short torso and long legs? 
People also carry weight differently. Is it in your stomach, hips, or butt, or is it dispersed evenly?
Are you muscular or not? 5lb of muscle and 5lb of fat technically weigh the same but muscle takes up a lot less space than fat. I’m 5’4 and have been anywhere from 110(unhealthy twig) to a fit 145 and even up to 150 and still looked way thinner than my twin who sits around 145-150 and doesn’t work out. 
So it could be yes, no, or chubby depending on the individual. 🤷🏼‍♀️

That could be a healthy weight, I think it's complicated. 
I don't like to focus on weight, I'd ask that person if they feel well. If they drink water, if they occasionally eat some vegetables or get their vitamins.
Most likely they are healthier than me lol.

Haha I’m 5’6” and 160 is my IF goal weight. I have 20ish pounds to go. I always had an athletic build but while I let myself go then fertility treatments then pregnancy. I would be happy at 160 though, size 6 or 8 is fine with me

Maybe a little fluffy? Lol I really don't know.
I'm 5'9 and 145 and I'm skinny as a stick.
It's not the weight that matters, it's really how you carry it and how you look. I know someone who weighs less than me but she looks way thicker. It's also a combination of muscle and fat.
