Too early to negotiate?

Is it too early to start negotiating with our one year olds? Just tried to convince my girl to put on socks and keep them on, but she just seemed confused. She knows what socks are and where they go on your body, and she tolerated them a few months ago but now hates anything on her feet. She just started walking about a month ago if thats relavent.
How do you all talk to your babes?

I try to avoid negotiating with her on necessities.  Sometimes she loves getting dressed in the morning and other days it’s a battle.  In the days she’s fighting me I try to keep a calm bit firm voice and tell her that I’m sorry you’re upset but we have to put on our socks/shoes, coat, clothes... whatever it might be because we have to go... (Insert destination).  If it’s not a must do but a behavior that I’m trying to change like her banging on the fireplace then I’ll try to redirect her and give her a different option

My daughter didn't start understanding bribes until she was 3.

We can get my son to negotiate on some things. Like If my son is holding something he shouldn’t (like a pen) I’ll offer one of his toys in replacement. He’ll take the toy and hand me the pen. But he can also do simple commands like “go to mommy/daddy” or to close the door or fridge. We always clap after he does it. But to negotiate to continue doing something doesn’t really happen with us. I pretend like I’m negotiating with him when I’m trying to get him to eat his food. And I pretend like it’s working. 😅

Our son seems to understand a lot of basic commands, but something more complex is just beyond them at this age.
Our kid llovveeess having stuff on his feet. If I ask him to get his slippers he’ll go grab them, hand them to me, and then lift his foot to put them on. Then he’ll go grab his socks and want them over his slippers. Then he’ll grab his dad’s socks and want them over his socks. He think it’s such a fun game. 🤷🏻‍♀️
In general I don’t plan on “negotiating” with him as long as I can avoid it. Socks go on your feet. If you don’t want socks, I understand, you can be mad about it, but you’re still going to wear them. We go through this with mittens now. 
I say no negotiation...but at some point I’ll do it because I’m desperate 🤪

I talk to my daughter all the time but she definitely doesn’t quite understand everything I say. I think they’re still a bit young to truly grasp that stuff. Seems like this age they know basics. Like they might know where their socks go on their body. They may know what a book is. But getting them to do commands like “go get the book for me” may still be a stretch for some babies.
