Induction due to less movements?

Is less movements a reason to induce? Im already 39 weeks

Sometimes less movement is because the baby is having some difficulties so if that is the case and you were 39 weeks, yes, they would probably induce.
If you are concerned, you should go in and they would monitor baby and take it from there.

They run out of room because they get bigger and move less so specifically moving less is not a reason. But the heartbeat rate or anything like that is a reason

Not in and of itself...but if you are feeling less movement you should definitely call your OB or get checked out however they have directed you to do. At 39 weeks you should be doing kick counts and if something feels off, please get checked!
