Frizzy hair

My natural hair is very wavy but it gets frizzy no matter the weather or routine i use. I’ve tried not brushing when I get out the shower, oils, and no product. I rarely use heat on my hair. Has anyone with hair like this had any success with a solution they’d be happy to recommend?
