Twins?

I just had an ultrasound at 7 weeks, due to some bleeding. I have a hemorrhage above the gestational sac but the doctor says it’s small and it may cause spotting some and not to worry about it. However, during the ultrasound they said they see two yolk sacs but one baby measuring 7 weeks with a heartbeat. I was wondering if the other yolk sac will end up developing on and becoming another baby, or if at this point I’m too far along and will lose the second? My HCG at 5 weeks was 941, now at 7 it’s over 100,000. Thank you!!
