Medically abusing adopted children. Should their be stricter laws in place for this?

This story is giving me Gypsy Rose vibes so I wanted some thoughts here.
Should there be stricter practices for parents seeking diagnosis for their sick kids? 
Should there be laws set in place that require a check for parents with questionable interactions? 
Like should there be a database where you can flag parents that would alert social services? (To only be used in extreme circumstances like these not for parents who have legitimate sick children)
I just don’t know how this keeps happening.

Obviously this is extremely wrong. But the questions coming to my mind are what doctor does a medical intervention and surgery only based on the mother's demand? Is it at the end not the doctors fault?

Anytime something along these lines happens there needs to be an immediate report filed and a child welfare check done AT LEAST
Why are all these parents able to debilitate their children??

"She had over 500 medical appointments since she was two including a feeding tube and a cecostomy tube implanted in her to flush out her intestines" while there is a problem with parents abusing their child for medical purposes there's no denying that but i think we also need to focus on the doctors who are performing this kind of surgeries. Doctors have a right to refuse a surgery if they feel it is not needed if the girl is healthy and you know she doesn't need a feeding tube or something to flush out her intestines then why perform the surgery? If her medical records show she has over 500 appointments since she was two why isn't CPS called? How did it get to this point?

I’ll never understand what insane person would even put a child through this.  
This reminds me of an episode off of 911 where the mom was purposely making her child sick to receive donations from people. 
It’s so gross people like this are allowed to have or care for kids.

This bitch better hope I don’t run into her.  Like where were all the safe guards??!? I can understand how she could have flown under the radar for a few procedures, but 500?!?

This is so heartbreaking. I wonder, though, why medical treatment was not denied if it was deemed unnecessary. The child absolutely should have been removed and the mother severely penalized, up to and including jail time, but the doctors and other medical personnel interacting with this mother and child should be closely scrutinized as well. If they knew what they were doing was unnecessary, wrong, and causing needless pain and suffering, they should face sanctions at the very least. That poor little girl. The look on her face in that one picture where she's looking at her mom is very telling. I hope she finds a family where she is loved, cared for, and given the time and resources to work through her trauma.

Is she a foster parent? Or adoptive parent? Even beyond the harm to this sweet child, I wish these situations wouldn't keep dragging foster/adoptive families through the mud. There is enough discrimination.

To think that this is simply about Münchausen syndrome or to disregard the racial element in this case as well as so many other trans racial adoption cases is really super white centring.
