diet backfire?

i’m fifteen, i’ve been dieting, only three meals a day(no snacks or anything), less carbs, and working out to lose a few pounds

i was showering and i noticed that, although my stomach is flatter, my breasts seem smaller. i know breasts are mostly fat but i’m wondering if it’s possible that that is the fat my body is burning instead of from my stomach and thighs and how to fix it
