Do you think it is wrong to have children with someone who used to be a meth/pain pill addict, but has been 5+ years sober?

Id be proud of someone who overcame their addiction. What an accomplishment! Fighting a battle like that is a role model to others who are struggling. 
So, yes, I would be fine with dating and planning a future with someone several years into sobriety. They shouldn’t be shunned forever

Of course not. Should those who have had an addiction never have children? People do recover.

Overcome drug addiction is extremely hard and requires a lot of will power. So why not have children with someone this strong?

Not unless it’s messed with them biologically so much that it would genetically impact a future child. Otherwise, seems fine to me if they’re a stable a reliable and decent human. But also, pregnancy and childcare breeds stress and it’s easy to fall back on past habits so it’s important for that other person to have some support in place.

I’m not risking it. Raising children is hard enough. Relationships are hard enough. Im not adding addiction on to it.

It's up to you and what your comfort level is with the risk involved.
Some people change, it's really encouraging that they have been sober for 5 years. That's a great accomplishment. 
That being said, it is a life long struggle and relapse is very common. There is more than a a small chance that they will fall backwards and then you will have to mitigate that....with a child.

Substance use disorder is a health issue - like any health issue, you and the person discuss the relevance to having kids as needed
