Is this something to be worried about?

I do have spider veins and varicose veins. I am prone to unexplained bruising. But always been on the low side of iron and hemoglobin levels. I’m 40 and it’s record heat right now. But I just noticed this. I touched it and it became itchy but only for a few seconds. Is this varicose veins or something else? Is it because of excessive heat or something else? Any ideas?
