Even if I'm just starting off, would I need a permit for aguas frescas? What if I sold them from my front porch? Also would I need one if I sold some chips from Mexico?

At least in California, yes. You world need at the very least a cottage vendors license but I'm pretty sure aguas frescas don't fall under that license anyways. I would check under your local health code laws to be sure. There are programs to help independent small businesses to get their certifications and licenses at reduced cost but you'll invest in time by doing classes
