Manager won’t fix water damage

3 weeks ago, July 10th to be exact I had water damage in my apartment. My upstairs neighbor’s electric ac water was dripping down to my apartment. I texted my manager the day of, she doesn’t live in the building so she contacted our mainentance, who does live here. He came, removed the huge water bubble on my wall and left saying he’d have to fix the issue from upstairs first until my wall dries. Days passed by and I could clearly smell the damp wall, and could see that it was still leaking. I texted my manager again the 14th and the maintenance guy came by to say he still hadn’t communicated with the tenant upstairs. It wasn’t until the 16th that they finally fixed the upstairs neighbor’s ac, and they have yet to fix my ceiling and wall from the water damage. The manager has not once followed up with me & neither has mainentance. They are both clearly incompetent, who else can I contact about this issue? Can I fix it myself and ask for that money to be deducted from my rent? My daughter’s dad has offered multiple times to fix the wall for me but I’m afraid she won’t return me the money used on materials. I live in California.
