16 year old changing in front of her dad....

I met my boyfriends friends today. His friend lives in a trailer with his wife and daughter. We were all playing cards and their daughter came home from school. His friends wife said she needed to change into school clothes so my boyfriend stepped out but his friend didn't. She stripped her clothes right there! Her dad does didnt really look up until he told her to call her grandma to say happy birthday and by then she had a shirt on. I brought this up to my bf and he said they've lived in that trailer for 22 years and its just normal for them to change in front of each other. I ask doesn't he think that's inappropriate and he Saud unless sexual abuse is going on he can't speak on how his friend and his family do things. I told my sister and she thinks I should call cps... Idk if I would go that far... If they're just a weird family I thunk its wrong to try to get their daughter taken away.
