How do you talk to a five year old about their own body?

About puberty, boundaries, body safety, internet safety.

So I don't know what is going on but I had a sweet baby until four then now at five he knows about his penis is touching himself like masturbation I don't know but I caught him with his hands in his pants tickling himself and he says on the swings the wind tickles

What should I tell him about his body
