TX’s no choice law, but what about programs to address the impact that will have?

Let me start off by saying I don’t agree with Texas’s anti choice (not sure if I can say the A word here) law. But for those that created it and stand behind it - do they not see the risks associated with it? How can they create that law without Also creating the social programs and supports necessary to address the consequences/effect the law will have? Examples would be things like more adoption supports, parenting supports, increased funding for CPS, cheaper access to daycare, more funding for mental health, substance abuse, and domestic violence services, as well as food and housing help, and more. Is there no foresight here? Or am I missing a piece of the picture?
