Scabies? Heat Rash?

This is my boyfriend’s ankle, he says it’s itchy but it’s only on his ankle. What does it look like?

My hubby got something that looks incredibly similar to this and it’s all over his back. The dr said it was a combo of eczema/heat rash. He’s out in the sun and sweats all day and it makes it worse. Daily application of eczema lotion makes it look much better and relieves itch, but one point it got so bad that the dr prescribed a sulfur wash for it (it smelled horrible) and it cleared up in a few days. Idk if this helps or if it was from a plant 🤷‍♀️

Not scabies I don’t think, When I had it started as what looked like linear scars on my wrist for a month before developing into welts across my body in a matter of two days.
Are the scabs from itching it? Could it be any kind of plant? Ivy,oak? Does Benadryl or cortisone cream help?
