12 month old crying about EVERYTHING

Looking to see if others have gone through this, my 12 month old has recently began crying over everything. I’ve been paying attention to what’s making her cry, and it’s little things like she doesn’t want the cat to sit next to us, not being able to grab something we are holding, the piece of the cereal bar she grabbed was sticky, etc, just little things like that all day lately. She also has begun not wanting to see my mom, I think bc she associates that with me leaving, but I think she’s realizing she can control some things in her life and gets frustrated when she doesn’t have control or get what she wants.

I know it’s probably a phase kids go through but I also don’t want to make her become spoiled. If she has a meltdown over something ridiculous I tell her to stop whining, is that ok at 12 months? I want to be understanding bc I know learning about life has to be hard for her and frustrating but I don’t want her thinking she will always get her way
