Daycare is this normal??

My 1 year old recently started daycare about 2 months ago I decided to go back to school so I chose to enroll him in a daycare close to my house, I’ve noticed a few things are pretty off about this daycare… there is i LG 1 teacher in his class & she’ll have about 5 babies a day 2 of them being 1 year olds & the rest are tiny newborn babies literally those babies are still in mittens I’ve sometimes showed up unexpectedly and either 1 or two babies will be crying their lungs out the mom in me feels so bad for them:( I feel like that daycare is so understaff and have thought about changing my son into a different one

I don't trust daycares to care for babies, especially infants, properly. Crying alone in a crib is unacceptable to me. That shouldn't be happening but it does all day. Those babies are quickly taught that they will be in a crib all day crying and waiting for the caregiver to show them some attention for 2 minutes before being put down again. I held my son basically for 3 months straight because that is what felt natural. Letting them cry like that is unhealthy. I had to quit working at a daycare because they were so neglectful due to following the staffing minimums. It's heartbreaking.

Where I live an infant teacher can have 4 kids tk one teacher. I am an infant teacher and it’s a hard expectation when you have very young infants and multiple of that age but all of daycares push the ratio to the max to save money. It’s why I left my last job because I loved the little ones so much and I felt I couldn’t give them my all being 1 teacher to 4 infants. In my opinion there should always be 2 teachers no matter what. Just for safety.

Why not talk to them? You're just seeing such a small bit. They could have just been fed and changed then laid down as she tends to other babies. 
Also, look up the state law or just ask their regulations on how many kids and ages can be with 1 teacher.

What are the government regulations where you live? Where I am one ECE can have 3 kids under the age of 3 and 4 ages 3-5. Even this seems like a lot to me for one person, can’t imagine having that many babies. Go with your gut. If it doesn’t feel right/safe I would look for alternate care for your daughter.
