getting “caught up” need advice

so this is probably going to be long.

there where two guys that i was talking too (i am single so i felt like it was okay) one of them had feelings for me. the other one made it clear he DIDNT want a relationship and for us to just talk and mess around.

so long story short, they freaking knew each other and boom. caught up, do they have a right to be mad even though they didn’t want a title. one of the guys, i was really really starting to care for. now he won’t respond to me.

do they have a right to be mad even if they said they didn’t want a relationship. i never had a conversation with the guy that i was starting to feel saying “we can only talk to each other” and so on. what should i do? i asked him if he still wants to talk he said he’ll still talk to me.. i said “as just friends orrrrrr?” and he said it didn’t matter. ugh i just messed things up.
