Toddlers and shopping

Do your toddlers walk well with you in the store? Mine freaks if I put him in the cart and if I let him walk he tries to grab literally everything and will freak if I don’t let him. Anyone else experiencing this? I’m at the point where I can’t really go to the store alone with him. He’s 20 months but I always see kids his age walking around stores not trying to grab everything and listening. I feel like I’m failing sometimes. If I try to hold his hand he will lay on the floor other times he will let me grab his hand but not for long.
