Need dating advice

So I met a guy online. We had started talking but he’s not really consistent since he is always busy. He’s in college and works so I understand. He asked to meet up and we both live 1hr away from each other I was going to meet him in his city. The place he picked is at a beach and the time to meet up is 6pm so super dark. I looked at the area and there’s not much around but a castle museum and a seafood restaurant that closes at 5. I mentioned wanting to grab a bite to eat first since I expressed I wasn’t comfortable.

He agreed to getting food but then when I asked about a restaurant the next day were we would meet up he took it back saying he didn’t say we were gonna get food.

Back story

While we first started talking I flirted saying are you asking me on a date and he said no. That he only takes people he know he likes on dates.

Do you think he is trying to test to see if he likes me. And does any of these things raise red flags for you guys because I’m very unsure of meeting him.

Update : I already canceled the date before I posted. Just needed some advice because I wanted to make sure everyone was seeing what I was seeing. I watch to much true crime to meet up at a park/beach. Thank you all for your comments 💜
