2 Month old fights sleep

Hi everyone,

Not sure if this is normal or not. My 1st born had a lot of stomach issues (reflux/CMPA) so he would always cry. But my 2nd is now 2 months old and started fighting naps. She will cry herself to sleep in my arms almost every time and it gets even worse towards late afternoon/evening to the point she is screaming and it can take 30-45mins to get her to fall asleep. I have a bedtime routine and a condensed version of that for nap time. We swaddle, dark room, and white noise and I rock her in my arms. I keep an eye on her wake windows. Normally she is awake 50 minutes before she starts showing signs of needing another nap (red eyebrows, looking away...ect.). I honestly don't know what more to do to get her to fall asleep without crying her little head off. I feel so helpless because she is already in my arms. I've tried baby wearing too and it's the same thing so I've decided to be more consistent with the routine to see if that helps and it hasnt changed much. She will fall asleep a bit quicker but still will cry before finally falling asleep. Any tips?
