I’m 23 weeks with an anterior placenta and only started to feel little movements in the last week. They don’t feel like kicks yet. Just like little bubbles popping/butterflies at the moment.

They start moving at 8 weeks, when you start feeling them depends on the position of your placenta as well as how many kids you already have. 
Not feeling anything at 22 weeks I'm guessing it's your first and you have an anterior placenta (placenta close to your belly rather than your back). 
I had posterior placentas with my first two and felt the first flutters at 16 and 14 weeks respectively. From the outside you could feel it two weeks later with both. 
With my third I had an anterior placenta which started off as placenta praevia, moved to be anterior and then went up high. I first felt some flutter at 11weeks. Then as my placenta moved up I couldn't feel anything from 13 to 19 weeks. From 19 weeks I felt proper kicks straight away as the placenta moved up high. And you could feel it from the outside two weeks later again. 
Now with number 4 I had a high lying placenta that slightly tipped to the front for a few weeks but then moved to just be fundal (so neither anterior nor posterior. Just straight under my ribs). I felt movement down low from 11-14 weeks. Then I could feel movements more not just in my bladder haha (although that's still his favourite area to kick). And at 18 weeks my husband and kids were able to feel it from the outside as well. 
I'm now 23 weeks and for a week now my entire tummy shakes and sometimes my boobs too when he kicks. 🤣🤦🏻‍♀️ He's a strong one.

If it’s your first pregnancy too it can take a bit longer, I was definitely after 21/22 weeks with my first and it’s not super obvious, almost like a gas bubble / very light flutter. 
This is my second pregnancy and I recognized/felt them much sooner. But it’s also not constant, like you feel one flutter and then wait for another and it doesn’t  happen

By 24 weeks. You should say something to your doctor if you don't feel it by then. Kicks don't always feel like kicks either. Sometimes they feel like gas or butterflies. I'm also 22 weeks today and this is my 2nd baby and 2nd time with an anterior placenta and I felt movement by this time both times.
