Does hijabs stop hair from growing!!

I'm wondering if my sisters hair not growing is due to the fact she wears a head scarf and never gets sunlight to it??

No, I am a Muslim woman who wears one...never had any issue. Even women I know who wear chadors, nijabs, or burka have no issue. Besides the fabric being very very thin we don't wear them 24/7 and for women in hijab you still have stik exposed for vitamin d. It is a whole body thing, it doesn't matter it the hair sees the sun. And if women are worried they can take a vitamin d supplement. But no I am 24 amd have never had any issue amd have been in hijab since I was 13

No, this will not have any affect on hair growing. Unless it’s so tight it’s rubbing against the hair and breaking it but that is very unlikely happening. 
Your hair grows, depending on how you treat your body. What your eating, drinking, what medication & vitamins you are taking. If you have good health, shampoo & conditioner although important does not make a big difference in growth. Hair ties cause breakage, chemical services, to much direct sunlight, irons, blow drying etc.. will a cause damage.

The issue would be lack of vitamin D absorption, that can slow hair growth/strength. If she also dresses very modestly and her skin is never exposed to the sun, that could be the issue moreso than the hijab. If she can get some sun on her face or legs or arms for even 15 mins a day eg if she has a private porch, that should help. She can also try a supplement, but sun works best.
