Diaper rash

So my daughter was wearing pampers from day one then started to get back to back diaper rashes so on her 1st birthday we switched her to huggies little movers cuz she was already walking. She is now 15 months old and we are back to get back to back butt rashes I've tried wver cream idk what to do. She goes to daycare but it's a small in home private daycare so she's being changed often and as soon as needed. It's so bad right now that diaper changes have turned into 30 min crying sessions she shakes which I think is from the pain idk what to do does anyone have any suggestions.
