When my waters broke they had a slightly pinkish colour whereas this looks more yellow so I'd personally say it's more likely to be discharge. However, when you're waters break, they like baby to be out within 24 hours due to infection risk so please contact your midwife just to be on the safe side.

Possibly. Go get checked. You can get an infection if you’ve been leaking for more than 24hrs. 
It could just be watery discharge. It does increase after 28 weeks.
