Should I say something?

Me and a guy had a situationship a few months back. He was out of the country for a few months so we haven’t been able to see each other although we were still texting everyday. We were/ are meant to go to lunch together today.

He asked me when I was free and I said I have a lecture until 2 and then I’m completely free and offered a place for us to go which is about an hour away, I also asked if he has any other plans to do or does he mind goes that far out he assured me he’s coming into town just to see me and that’s it. I got a text nearly 2 hours ago (it’s nearly 4) saying he’s in a meeting and he’ll meet me at 3. It’s 20 to 4 and I still haven’t heard from him. How much longer should I give him.
