Is there anything we could do

Someone close to me was involuntary committed to a psych ward and it made them worse not better. There were hundreds to thousands of complaints on the place about similar things and when I spoke to someone they told me that since they were under 18 then it’s “not on their record” and “nobody can do anything about it” and “how dare you bring it up again” and “they shouldn’t of been in there” their parents always get mad and aggravated if the person brings it up because it traumatized them. Meanwhile when I searched it on a site it said that you could get it removed and the steps of how you can do so. I was also thinking about writing in a complaint to have it investigated because a lot of the complaints on the place was outrageous.
