Really Concerned about baby

So I went in today for my ultrasound, I’m going bi weekly due to high blood pressure issues. I’m 36 weeks 4 days and today we found out that baby boy is only measuring 33 weeks 2 days. His guesstimated weight after they measured his head, abdomen and femur was 4lbs 11oz. I’m really concerned that he’s measuring that far behind. Has anyone else had this happen? If so what did the doctor decide to do.

Also, my mother had placental insufficiency with both myself and my brother and we were only 4lb babies due to the placenta not providing everything we needed to gain weight properly and we were taken early.
