Do you think she needs speech therapy?

My daughter is 16 months and is learning 2 languages at home. Between the languages she has maybe 20 words, and her receptive language is great. But most of her spoken words are approximations. Mostly end sounds (kk for milk, tt for eat, ff for woof) but she has some beginning sounds (mo for more, ca for car). The only words she has fully are bubbles, acabou (Portuguese), bye, mama, dadda, moo (🐮), and uh oh.

I know word approximations count as words, but for how long? When should the approximations turn into full words?
