Baby cries so much

My baby is 4.5 weeks old and if she’s not nursing or sleeping (which is hard to come by) she is crying and fussing all the time. I think she’s having gas issues but idk what else to do…Ive given her gas drops, gripe water, keep her upright after eating, move her body in every way I can, bouncing her, massage belly, peddling legs, on stomach, on back etc. she’s exclusively breastfed with occasional bottle. I have used the Windi once and didn’t do much, I don’t want to use it too much. What else can I do?? I feel so bad she’s in pain like this. I am about to try formula just to see if my breast milk is what’s hurting her. 😕
