Marriage License Hell

Can someone tell me if this is normal?

My fiancé and I have been trying to get our marriage license for two weeks now. We went in when our town clerks office was open. When we show up we find out that he only works 3 days a week and only works for 3 hours out of those three days. He’s in 8-11 Monday Wednesday and friday. Every other Monday he comes in 3-7 instead of 8-11. So we show up the first time and he’s not there. So we look at his schedule and it says to either call and make an appointment or to show up during those times. I call and leave a message asking for a call back and it’s been a week and he doesn’t call back. So I show up on one of the Monday’s he’s in 3-7 as my work schedule and my fiancés work schedule doesn’t allow us to go in 8-11. Well he can’t see us because he’s booked with appointments because he only works 9 hours a week. How is a town clerk allowed to only be available 9 hours a week?!?!?! Is this normal? One would think a public servant would be available all the hours that the town hall is open…
