Neighbor issue

Can someone help me with some advice. On how to go about telling my neighbor without any hostility. How do I tell them to stop dumping their grease and scraps of food near my dogs house by the property fence line. My dogs started digging trying to get to it. I’ve never had a neighbor problem till now. Please help!
