Is it ok to give my 1.5 year old crystal light in his water? He won’t drink regular water so I’m wondering if that’s an option

No. Stop milk until he is drinking water without issue. You can use fruit to infuse the water or popsickles in the water.

Take him to pick out his own cup just for water. Straw cups are best.
Teach cheers and take a sip.
Only give water. Stop milk until water intake is up and then reintroduce milk. 
You can add fresh fruit to infuse into his water but this can be a slippery slope to them only drinking water this way.

Get a clear bottle or cup and put cut up fruit in the water.
Let him pick his own cup.
Get matching cups (my family all have Yeti bottles that my girls love)
Teach him to do “Cheers” and then take a sip
Give him a pitcher of water and some cups in a big baking pan and let him practice pouring water from one to another. Chances are he’ll take a few sips.

No. Crystal light has artificial sweetener. There’s no reason to give that to a baby. Keep trying w water.
