It will be red and irritated for a little while. If you are concerned then contact the tattoo artist that did the tattoo and show them what it looks like. They can tell you if it’s infected.

Just like Janice said, it will be red and irritated and probably swollen for a bit. 
My hand got severely infected due to the "second skin" that was put on.
My tattoo itself didn't get infected but my entire hand and wrist was covered in tiny puss bumps. Had to take a week full of antibiotics. It was horrendous.
The scabbing and what not can usually be normal and since we use our hands so frequently it's constantly moving and stretching and possibly rubbing.
