Should I call animal control?

So I’m debating whether or not I should call animal control in a situation like this or what I should do? I live in an apartment complex. The apartments are not very big and we are not allowed to have dogs here. My neighbors however just moved in not too long ago and have 2 dogs one of them is a huge pit bull. My neighbor and I both have a separate railing outside our front doors but every time they come outside with the dogs they tie them up to MY railing literally right in front of my door to the point I can’t even get out without the dogs jumping at me growling snapping at me tripping me on their leashes etc. I don’t even bother trying to come out when they’re outside because to be honest I’m a little scared of the dogs. The pit bull particularly does not listen to them, I hear them constantly screaming at it and it barking growling etc. every time it’s outside I can hear it (because it’s right in front of my door) and the whole time it’s out there it just sounds like it’s gonna tear someone’s face off if given the chance just snarling growling it sounds like a rabid monster. Any time anyone comes out of their apartment it’s barking and growling and trying to break off the leash and they eventually just have to DRAG the dog back inside the apartment because it won’t stop trying to get off the leash at people. Im pregnant, have a 6 month old baby, and a 3 year old toddler and my worst fear is opening my door to come out one day and one of the dogs attacking me or god forbid one of my children. The dog has lunged at me before for just trying to come out of my apartment to take my trash to the dumpster so I just have to slam the door and wait on them to take it inside. They keep this huge pit bull on a retractable leash (stupid) and they just wrap the end of it around my railing and there has been multiple times it has snapped off the leash and chased people. I’ll look out my peephole to see what’s going on because I’ll hear them yelling and screaming at it and growling there’s been times that I’ve thought it’s out there attacking someone and I can see multiple grown adults straddling this dog down trying to gain control of it and get it back on the leash because a single person cannot control the dog alone and they’re hitting it and screaming at it. Just today they had it tied up in front of my door for maybe 5 mins and it broke off the leash to run after someone and knocked our other neighbors toddler over the toddler was screaming and crying and the woman who owns the dog was apologizing and telling someone else to run after the dog and catch it and it once again had to be drug back into the apartment. I feel like the dog is not being cared for suitably it clearly needs training as it does not listen, they’re always yelling at it and smacking it, the apartments here are tiny so I can’t imagine the dog having much room to roam around which is probably why it’s so out of control when it does get to come outside. All that pent up energy and probably anger towards its owners is not good and I just feel like it’s going to eventually snap and hurt someone or a child. It’s just ridiculous I have called the apartment manager over this because again we are not even allowed to have dogs here but nothing is being done about it so could I call animal control or what should I do?
