13 month old sleep troubles

Our 13 month old daughter will not sleep through the night. We wake up to her 3-5 times per night to sooth her back to sleep. She needs hands on soothing that can take from 10 minutes to multiple hours. If you leave the room or even sit in a chair in the room she will stand and cry and not lay herself back down. We have tried music, sound machines, quiet, night lights, darkness, baths and/ or bottle before bed, and many other things. We follow the same sleep time routine everyday. We put her to bed at 8pm and it usually takes a full hour or longer of hands on soothing (rubbing her back, holding her hand, shushing/ singing/ humming) to go to sleep. We are so exhausted and our backs literally ache from hunching over the crib for so many hours per night. We don’t know what else to do to help her sleep through the night or fall back asleep easier.

I also want to add, this is our first child, so we don’t know if this is what we should expect or other things to try.
