Is this too soon in the relationship to do something for him?

I've been with my boyfriend almost 2 months. He's turning 25 this Saturday. I asked what he's going to do. He said nothing. Probably sit home and buy a case a fruit punch truly. I asked was that all and that 25 is a milestone. He said "Yeah. But you know. Majority of my childhood was in foster care so my birthday has never been a big deal." His favorite restaurant is cheesecake factory. That's where we went on our third date. Would it be too soon to surprise him with a date to the cheesecake factory on his birthday?
