Judge ruled 0 to be payed in child support?!!

So for the past 7 years my older kids dad has done nothing for them! Maybe has given a good $400 in those years. I put him on child support back in 2018 as to which he was ruled to pay $600 for 3 kids 🙄. We had a hearing today for child support modification and the judge ruled for him to pay $0!!!!! What kind of ruling is that?!!! I know I should just see it as he wasn’t paying anything anyway but what kind of judge rules for a mother to have to take full responsibility on her own and the father non!! I was really hoping that they were gonna enforce him to pay something and start the process for enforcement being that he owes more than 40,000 grand!! What could I do or can I even do anything? I’m so annoyed with this broke system!! Single moms qualify for nothing because “we make too much” but yet can barely make ends meet! While bumbs sit on their ass and qualify for everything!!
