Stubborn toddler eczema treatmeant

We’ve tried aquaphor, Vaseline, tubby Todd, and 1% hydrocortisone. Nothing is working!!! He had it on his other cheek and that cleared up. It’s been painfully cold and dry so I know that’s not helping since my own eczema is flaring but what do we do 😭😭😭 tips?
