Inviting MIL to bday party?

I've been considering doing a tiny second birthday party for my daughter. My MIL has only seen her twice in her whole life, the second time being her first birthday party. I want to invite my husband's other family, but I know if I do I will certainly have to invite my MIL, if I don't, it will cause big problems and drama. I just don't want to. I don't have the energy to deal with her, she's so draining to be around. We have asked her multiple times to come over and see us and she just won't. She even passes by our house every other week and still won't stop by to see us. I've given up on her but don't want to keep inviting her to birthdays. What would you do if you were me? Maybe I should just invite her to keep the peace...
