Who should have to pay for fumigation?

Please help settle something for me. Bit of

backstory to help you decide- a couple move in

with someone not knowing that person has

roaches. The person who already lived there

knew. So everyone moves out of that place into a

new place and the couple who had moved in with

this person had NO roaches in their things. They

made sure they packed boxes tight and sprayed

appliances to make sure they would bring no

roaches with them. The person who lived there

first did not do this even though they were told it

would be a good idea to avoid bringing them. So

this person brought roaches into the new house

that went into EVERYTHING. Person who brought

in roaches calls fumigators and they come in and

spray. Now the person who brought in roaches

wants the couple to go 3rds in paying them. Do

you think this is fair considering the couple did

everything they could to not bring roaches and

they were successful? Yet the other person didn't

make any effort and it is entirely their fault

roaches were brought over

Who should pay? Please note if the couple has to pay, their share is $120 (2 thirds) for something they did NOT cause so please consider that when voting

Another note before anyone says anything- the couple did not want to move in with this person but had no choice due to lack of housing
