My LH hasn’t surged?

Has anyone else seen results like this? My highest reading was on CD 12 where I took two tests in the day. But still says Low? My LH level then continued to decrease. Have I missed it or have I just not surged? I usually see a surge! Advice welcome, thanks 🙏🏼
