HCG levels are confusing me

I had 3 positive test. December 20th I had an OB appt to determine how far along I was periods are super irregular. They did an US (based off my last period which was oct 26) vaginal and abdominal and saw nothing the tech told me I could have just been too early. I also started spotting the day before. They drew blood and my results came back at 71 the next day December 21st I had heavy bleeding cramps that felt like contractions almost and passed tissue. My pain went away and bleeding decreased about a hour later. I spoke to a nurse on Dec 23rd and told her what had happened and was asked to come back in on December 24th for another set of labs. That day my levels came back at 70. I was called on 26th with the results that my HCG was 70 and told it was an impending miscarriage to expect to have a miscarriage. I asked her if that would not have been what I experienced on the 21st. (The previous nurse I spoke with never put notes in my chart or communicated this with the doctor) this nurse said it sounded like I had passed the pregnancy on the 21st but that my levels should have decreased by more than one number she told me my doctor wanted to see me again in a week to check the levels again. I went today and my HCG is at 220. So from the 24th I was at 70 and today 31 I’m at 220. I have still continued to bleed since the 20th however after the 21st has been no clots. The on call said my levels are not doubling as fast as they’d like so it’s probably a tubal pregnancy but turned around in same sentence and said we did an ultrasound on 20th and didn’t see anything so we don’t expect it to be anything. So I’m confused. I was told I was miscarrying and had convinced myself and my husband of that as well. Stopped taking prenatal and to see that my levels are increasing instead of decreasing what am I supposed to think? My friend who is a RN suspects maybe it was twins and I caught it super early and lost one of them. But numbers don’t seem high enough to indicate that. Can somebody else please help me try to figure it out!! Because I’ve now been told it was probably an impending miscarriage to it’s probably an ectopic pregnancy without anybody sounding sure of that.
