11 month old doesn’t say “milk” but says “mmmmm” on her own when she’s asking for milk. Does that count as a word?

Mmmmm isn’t a word. If they had a different word for something that you recognize as something else, sure. But making a noise isn’t a word.

No. Not in my opinion anyway. Do you understand what she is wanting? Sure. But she’s not combining sounds to make a word. It’s still just baby talk.

In what respect? If you’re considering assessment for speech and language therapy, I would say no. If it’s just for communicating with you, I’d say yes but you need to correct mispronunciations as they stop being cute in written work.
