It's dead flakey skin. It's just darker because your nipples darken during pregnancy (think evolutionary bullseye for a breastfeeding baby) and the skin is dead. Picking it off won't hurt but I'd just lotion those bad boys up, skin the soap directly on them, and let it flake off on its own. Pregnancy does weird things to your body!

How far are you? It could be dried colostrum. If it is put baby oil on them everyday and it will keep them from getting crusty.
