Is pulling out with a condom an effective way for protection?

Yes but just be super careful that when he pulls out quickly the condom doesn't come off. 
As when pulling out the condom companies always say to hold the base of the condom so it doesn't 'roll off' so if he quickly pulls out there's always the chance of that happening. So just watch that.
Back in the day when we used them, we always like the dark black or blue condoms (were white) as it was really easy to tell if the condom was still on down to the base of the ow is correctly. You can tell with the glance of an eye that was where with the clear ones you have to take a moment to check its rolled down properly.

My boyfriend and I also do this. A guy should be able to cum in you if he is wearing a condom but my boyfriend always pulls out just to be super safe

In most cases, yes. That's what me and my bf do. I'm not on any birth control and I'm 16. I'm getting it this month though. Unless the condom breaks or has a tear in it there's nothing to be really worried about. Always check the condoms afterwards though just to be sure. Like pour a bottle of water in them and squeeze just a little to check for holes and else.
