I need people's opinion on this matter,

I recently had a perv expose his private region to me in my workplace not an employee but a random person that came into the building. Police were contacted but I wasn't taken serious. I was not able to create a report since the suspect was not captured and because it did not meet the criteria for the report. They could only do an incident report and that pretty much anyone can walk in and expose themselves and have no consequences. My question is why I couldn't file a report? Is there anything else I should do or just leave it alone? What do you guys think about that situation? Has anyone else experience this before?
